Perhaps because they figure midnight snacks that require light wouldn't be obtained from the freezer? That's my guess, anyways.
The fridge has a light so that when you're about 5 years old, and wake up in the night, you can come downstairs and open the fridge door which will give you just enough light to be able to see and play with your toy cars. The freezer doesn't have a light because it's too cold to sit in front of it (with the door open) and play.Simple really ;)

Nah, we just have to stock the fridge so we get more time to think about these things whilst loading the groceries! :-)
